You must use the stirrups to get it to cycle forward. Using the stirrups, and pushing down on them, it makes it go forward, then release or take your feet lightly off & letting your bottom go up, you continue “riding”. It has a definite up & down forward motion. You may turn it with the handles on the head. Once they “get” the rhythm, they will be happy! It’s really fun!!! ,

Would this work on carpet?

Yes, PonyCycle horse could be rode on thin carpet without any problem. For thick carpet, it would need more strength to push the pedals.

can it be ridden on carpet inside?

I think it would have to be a rather smooth, tight-knit carpet. Otherwise there might be too much drag. We have only wood floors.
