It actually doesn't hang. This product is for nest "bedding". I pull a small portion off and stuff it in a hanging wire ball. My finches then pull away the fibers and line their nest with it. They absolutely love this stuff and the task of lining their nest keeps them occupied.

would this work for squrrels??

I've used it for bird bedding material, it's all natural and safe so I can't see why it wouldn't work for a squirrel.

Will 1 package cover a 17 3/4" X 12" habitat?

It depends on how much of a layer you are trying to create. There was quite a bit packed into the package. I only used a small amount in a bird's nest, but it is very densely packed.

Can it be used in a dog bed

No I would not suggest it. I used an entire bag for just two canary nests. You would need a great deal more than that for a dog even a tiny one. I imagine it would poke through the bedding material as well, be itchy, and a young dog might pull it through the material and eat it.
