Are there clips you can buy so they font “flutter” when the door is opened z as nd the wind/pressure changes?

It doesn't pinch the tile in place, but creates a barrier to keep them from lifting up. Should be available from anyone that carries USG products. Can these be put under the existing tiles so the old tile remains, but the new tiles are what is seen?

Yes you can do that in fact I kept most of my old ceiling tiles in one install I used (something like these) in ... and it worked great. Better for sound, better for looks.
