Charged train overnight and still not working. How long till it fully charged?

It should only take a few hours to charge. Lead needs to be fully inserted and other USB end connected to Standard USB Power supply.

how long does it take to fully charge and then how long does it work for before it needs recharging

We bought this a couple of years ago and my daughters love this train. TBH I have not memorised how long it takes to charge but I think it is something like a couple of hours. It stays charged for a good amount of time - on par with a normal battery I would say. My daughters are rubbish at turning the train off when they have finished playing - so I do often end up charging it when they have finished playing it each time so it is ready the next time they play.

It will go up a hill as long as it's not pulling too many carriages.

Is it compatible with the Smart Tech tunnels etc?

It’s simply a motorised Brio engine with built in none serviceable re-chargeable battery. Simply recharge with a USB cable with appropriate mini USB socket the other end.
