They are one step up from OEM, They are not extremely bright just a modest increase.

Are these normal bulbs? I don't like the affront/oncoming "needle in the eyeball" brights everyone uses these days. No need to treat people like that.

These bulbs are OE spectrum light, not the tight brights that are bluish white. Not too much brighter than those I replaced.
