Is this ribbon or paper? Does it mold if you put in water with flowers?

It is ribbon. I think it would mold if put into water with flowers over time.

Can you make bows with this? I want to make some for outside use.

You can, but the ribbon is not particularly flexible.

Can it be used to go around the inside of a cube vase so it looks like a leaf. How would I get it to stay in place? Would it float?

This is same consistency as wrapping paper. Made from paper, not fabric. You would need adhesive to stay on place, which i imagine would be unsightly.

Strong and waterproof

This worked great for the centerpieces I made for my friend's birthday party. It covered up the green foam nicely. Forgot to take a close up of the actual bottom part of the vase. Lol.

Great for outdoor decorations!
