Would this fit on the handlebar of my kid's micro mini scooter?

i didn't try to put it on her scooter. i have put it on 2 different bikes and it adjusted.

How loud is it and does it fit adult bikes?

it's not loud at first. once you work it in and get the hang of how to spin it fast using your thumb it's pretty loud. (50-100 ft). It fits my adult bike fine.
