This only has an 8' spread. So unless your roof is 7' 11" probably not.

What is the minimum wind spped for motion?

The "arms" of these devices are NOT designed so that some amount of wind "activates" them and causes them to spin. The arms *WILL* spin, if bumped, or you walk thru them, but they are not like a propeller or fan blades. THEY DO NOT NEED to spin in order to deter birds. The arms will bounce, gently in even slight breezes. In the attached video clip, the wind is blowing at about 5mph with gusts of 10~15mph. You can see that the arms move gently. What really seems to "bother" the birds and keep them away is that they cannot land or even walk thru the area without being touched by the wires and they definitely stay away. These work, just fine, in a dead-calm.

Would this work on a patio table? Table is on covered veranda and birds love to poop on the table and chairs.

If you place the Bird be Gone on top of your veranda, it should keep the birds from perching. It will help with your problem.
