Are refills not available?

They do have replacement cartridges. As a side note, the entire kit was $31 and I believe the replacement cartridge was $23 or something like that.

Will this keep a peacock away?

I don't know about a peacock, but it works great for the magpies. They haven't come near the tree since I put it up.
