What size is the "one size"? For what age range does this toad costume fit?

My son is 5, he's about 50 lbs and 4 feet tall and has a large head. The costume fit him perfect but the fit really just depends on how large the child's chest/arms and head might be since it is the vest and hat only.

What are the measurements for the vest? Would it fit a small adult woman?
