Can someone explain me how to apply and use this tape pls..?..the tape first or the vinil film..??...can I see through the vinil or how..?

You put the tape down first then vinyl over it. You can see the outline of the tape thru the vinyl. If you have never used it before you need to practice with some scrap so you can see how it works. You run the tape ends about 2.5-3 inches past the peice you are working with and then pull straight back 180 degrees across the oeice you are trying to cut. Its easy once you get the cut started.

would this work with paint protection film as well?

No. Paint Protection film is thicker and you usually install it wet. This will only work with wrap material installed dry.

The line in my tape is not smooth, like twists every foot or so. Do I have a bad product?

Yes the roll should be wound smooth. I have used a lot of rolls and never had that issue

would i be able to cut through 2 layers of oracal 951 simultaneously?

It will cut two layers of 3M 1080. Din't have oracal 951.
