Yes, I just did this. You will need to create a PSN EU account and download the DLC on that account. When you play on your US account, your PS4 will be able to find the content now. I just did this after 100 hours of play time and it worked.

Q: Is this the European verson? Some reviews say it is.

This is a region free game imported from the UK. Works on all PS4 consoles. Only thing is that you may need to create a free European PSN (Playstation Network) account for DLCs and extra contents and for online play. Please note anytime you see a title with a PEGI age classification instead of a “E” for Everyone type, that is imported but will work on any PS4 console. It's just that some may require the free PSN account from Europe.
