It might sound crazy but my baby loves using a potty. I have never forced her. It is the entire unit! There was an issue with listing, but the title says what you'll get, which is the Top Hat Potty and the cozy :)

The rubber band's function is to help the potty stay still between your legs while holding baby on it! :)

Q: My 9 month old is in 18 month clothing. Would this be too small for her?

I think so. My son was too big for it by 9 months and he wasn’t in 18 month clothing. I got him a Bjorn potty and he still uses it at 20 months.
