Q: How long is the working time?

It is definitely good for 30 min. I can’t guarantee quality after that. When I coat polymer clay jewelry (lots of small pieces) and take up to an hour, this resin is starting to get goopy after about 40 min. You will definitely start seeing that change when you need to stop playing with it and make a new batch.

Q: Can this be used as a wood filler for rotted out wood areas? (like Liquid Wood?

I have no idea what a wood filler is, but I guess you will have to consider how big the hole is and whether it is worth it for you to buy this stuff and wait 72 hours for it to fully cure. Also consider that it is actually relatively hard to get a clean pour in small areas unless you use a syringe…and then it becomes a problem of cleanup, etc. This is not an easy or a clean process if you have never used epoxy resin before.
