Q: how heavy is this rucksack when empty?

I don't know the actual weight...but not very heavy...when full it is too heavy for a pleasure hike... But I guess that is down to what you put into it

Q: Does this backpack have straps at the bottomm for a sleeping bag

yes it has very short straps at the base,,, however these are not suitable for a sleeping bag .. . a sleeping bag would be better kept in the larger main compartment. .. the base straps would be better used for less bulky items ... .ie a set of poles ..

Q: Does it have a section for a hydration pack?

No it brock on the first day I had it

Q: Does the strap that goes around hip have a pocket?

No, unfortunately there are no pockets on the strap.
