Q: Does it fits a 08 ford f250

I don’t know if it fits any vehicle. I flew off of my Jetta and ruined the racks, car and kayaks. 1/10. Do not recommend.

Q: Would these work for a 4 door Ford ranger cab? I don't want to drill holes and mount permanent rails.

It should fit your truck, I know for sure you won't have to drill they work on friction/tension on the door sills.

Q: what is the max safe speed?

This would depend on what it is you are mounting on them. The type of strap you tie down with and other factors. I have driven 70mph with my 12 foot kayak on it with no issues but I also use a 20' x 2" full wrap through the car safety strap for the just in case time.

Q: Will these fit a 2013 ford focus st hatchback?

I don't see how it would fit. It was too big for my mom's Honda CRV...too wide. There is nothing universal about it. I would (and have after this experience) buy an OEM system that is more fit to your specific vehicle.
