This appears to be a standard ferrous metal with perhaps a light powder coat. I ran a sawsall through mine to make it fit my Vision S series. While it took some work to make it fit what was not advertised as a fitment, I'm pleased with it overall

Q: 19.5" is the inside diameter, What is the outside diameter of the lip?

Not sure. But there is some play Room, as it was made to fit a 22 inch Webber and fits my Kettle Joe. I recommend getting about 9 ft of 1/2 x 1/8 inch Fireblack smoker gasket and placing it on the bottom rim of the pizza accessory and under the top of the hood. Make very sure that these surfaces are lightly scuffed and clean.
