Q: Does the white skirt wash well or does it stain easily?

I have had no problems washing the white skirt

Q: How long does it take to get? I ordered on April 29 with 2 day shipping and as of May 4 it hasn't even shipped.

I received mine in about 5 days.

Q: How do you adjust the elastic at waist? Does it tie in a bow?

There is an opening where you see two inches of elastic. You can pull on the elastic to tighten the waist. You either knot it or stitch it so tighter?

Q: Could one wear leggings or tights with this skort in inclement weather, or would the shorts part ride up?

You should be able to wear tights or leggings with no problems. I wear it with pantyhose, and have had no issues with the shorts riding up.
