Q: The picture indicates that these bulbs will work with 12v dc. i have a confirmed 12v dc source and bulbs don't work. any suggestions?

The bulbs I received work fine with AC or DC voltage. Since these bulbs are rated at 2 Watts you will need 12V @ 166.7mA to generate 2 Watts. It is likely that your 12V power source is being pulled below 12V due to insufficient current capability. Check the voltage at the pins of the bulb. If you are getting 12V to the 2 pins on the bulb and it doesn't light up, you have a bad bulb.

It could be either depending on the voltage supply. Watts = volts x amps Voltage can vary based on type and condition of the battery. You're talking .4Watts. Splitting hairs IMO.
