I would like to stamp deep blue onto a light, off-white colored fabric (cotton), will the dark paint bleed onto the light colored fabric?

Purchased these for a baby shower I hosted. The guests stenciled on all different colored onesies and the none of the colors bled onto the fabric. The onesies washed well after too. Just remember to put cardboard or something (we used paper plates) inside the shirt before stamping.

how do I use the tulip soft fabric paints?

You can use them to paint on fabric. I used them to stamp baby handprints and footprints on canvas aprons for Mother's Day.

Can these be used on faux leather? I want to use it on some faux leather purses

No, No, No!!! Don't even think about it. these inks are all water based and it will only either run off the material or it will ruin what you have invested so much on. So to answer your burning question... NO!!!

Does the paint stay after washing?

My son's 2 T-shirts were washed many times. The shirts wore out faster than the paint.
