Q: can it be grown outdoor?

If you live in a warm climate an grow it sorta like a fern. I just planted mine in miracle grow soil. An I'm going to see how that does.

Q: Can this be shipped to Wisconsin in the winter? Or will it freeze and die?

It should be alright. Mine was shipped here to the tip of the Upper Peninsula of Michigan and was fine.

Q: Do you leave it in water ?

You can place pebbles in a shallow dish and place water in it, and then place the plant in that. You can also plant it in soil once roots start to show.

Q: I have had mine in water for 3 days and it is only partially bloomed. Did I receive a dud?

I would say you did receive a dud. Same happened to me. Open a bit and then nothing.
