I think so. I bought a small, I'm about 5'2,105lbs and it fits perfect. It's "loose" (versus form-fitting) from the bust down.

Q: I'm 5'7 136 pounds what size dress do you think would fit me properly?

i'd go with a medium or a large, i'm 4'8" probably around 115 lbs when i got it and it was a bit clingy but a good length

Medium if you're small breasted.

Q: Will I be able to fit a tutu under the dress?

I think you could. The fabric is stretchy and the dress flares a bit.
