This runs really small. I can't remember what size I ordered but I ended up sending it back. The skirt part is a lot more flared than it appears in the picture.

Q: How long is the dress? I am 5 5" and am looking for a modest length.

I would suggest tights underneath for a modest length.

Q: Why is the bust measurement for xl size shown in the size chart smaller than l size? for bust size 42“ and waist 36/37", what size should i get?

XL: Bust 41 - 42", Waist 31 - 33 Plus Size: Bust 45-46", Waist 31 - 38 These measurements are specific to this manufacturer.
