I have seen them in the listings; maybe search on 1/8” and see if it helps in the results.

Sure will. No seepage at all until it trips on pressure or you pull the relief ring. Watch the rating though, seven psi is really low and you’ll have to be vigilant about getting the rating right - that’s really low.

No, a safety valve is not a replacement for a regulator.

Technically there are many parts to this valve. There's the set screw, the spring, the body, the blowdown adjustment ring, a seat disc, the nozzle. All of which comprise one safety relief valve. so if your question is if this is the price for one valve, then yes, it's just one, but it comes as one complete valve with many things.
