Q: Can this product be used for pooltable

I used it for modelling and my guess is it may be a bit thin for a pool table

Q: Can this be used on exterior wood?

Yes you could use it on exterior wood however not sure how long it would last with our climate

Q: Can this be used with the hook part of velcro?

I have just tried this idea on your behalf and found it does stick but only for fairly light things . The problem is that the felt fibres tend to come away with the Velcro hooks when you try to pull it off. I would not say it is a practical idea.
