Q: Is this a byouancy jacket

No, it’s a load carrying vest, designed to allow the wearer to carry the kit items they wish to keep immediately at hand with them during activities such as fishing, bird watching, or other outdoor pursuits. Because it’s designed for use by anglers I suspect it would not absorb and retain large amounts of water if immersed (I haven’t done an immersion test to confirm this) so would not affect the inherent buoyancy of a wearer, but it would not act to actively increase the wearer’s buoyancy in water either.

yes theres plenty of adjustment

Q: Does it have enough pockets to hold two decent sized trout?

No, its not meant to hold trout, it's for equipment. The pockets are not long enough for fish!
