Q: Does this case have 1 or 2 layers of foam?

There are actually 4, the bottom layer is flat about 1" thick, the next two lower layers are the "pick and pluck" layers about 2" thick each and the top lid layer is egg crate style again about 1-1.5 " thick. I hope this helps.

Arizona is where the pars and service center are. I can only assume in the USA as it is a US company and manufactured in the US according to what I have read.

I'm not sure what you mean by "fixed frame". It is crush-proof and it has a 1 inch bottom pad, two layers pick-and-pluck foam, and an egg crate foam lid pad. All foam layers are removable so you can customize the interior quite a bit.The polymer o-ring will keep water out for about 30 minutes at 1 meter depth (~3.25 feet).

Q: Will important documents grow mold over time if in the case along time?

The case features an airtight seal so items should not be affected by outside humidity. Storing items with silica gel packs will help reduce chances of mold growth even further.
