Will it make noise in a windy place?

No, but you have to make sure you have some weight in it if you are in a windy area. We put a 50 lb bag of sand in each flower box and it’s very stable

The planter boxes come with plastic sheeting so you can line them. The boxes can straddle the fence sections or be placed on either side.

I'd like to add caster wheels like others have. Is it best to have 4 individual wheels for each box or would 1 4-wheel moving caster work?

No. You need 4 wheels for each box otherwise you won’t be able to move it. Put one wheel in each corner of the box.
