Can someone please tell me exactly how this thing works

I use a mid size square/rectangular plastic office trash can. Drop this beater rack in the bottom, dip your brush in solvent and brush across this rack. The trash can contains the brush “spray” and the used solvent. Handy if you don’t have a dedicated studio or your working in a shared space in you home.
