No, you can not. The arrow on the covering shows the flow of power. The arrow points to the device being powered.

Would this work with a 12 V 9Ah battery?

Probably not, the voltage is at the bottom end of the manufactures specs but because you have a lot of amps, you’ll be able to hold the voltage, even though low, for some time. For the price, I think it’s worth the chance.

Could I use these to power a 5v rc fan with an adapter off a 3s balance lead?

If you are talking about the lead that is used to charge the battery then that is not a wise idea. You should use the power leads instead. The BEC steps down the voltage to 5v. Check to make sure the current matches close to the fan. Another possible option is the use the BEC to power the receiver and then use the receiver to power the fan similar to how you would power a servo. If you do that then you should disable the BEC on your ESC

Great quality dc to dc convertor

Ordered 8 of these, so far they all work great. Make sure to add a 470uf capacitor to the drone battery connector though, it keeps voltage from fluctuating too much

rebadged BlueSky units

Bought these units for a hexapod build that requires 5v/3A at max power. The actual units received were clearly marked "Blue Sky" which have been reported to incompatible with this project's power requirements. Sure enough, my project suffers from electrical brown outs as this BEC heats up. A replacement unit from another vendor with the same power ratings easily powers my project. I am using 12 ea tower pro SG-90s servos in this project and they are constantly cycling. The unit seems to be capable of powering no more than 4 of these servos for extended periods of time in this manner, but may be fine in more intermittent applications.

Runs hot

Seems to work fine to power led lights but it gets pretty hot. I recommend keeping this in free air and not stuffing it inside a RX box.
