I'm 4ft 11ins and I find them comfortable to use.

Are the handles made of steel or aluminium?

The handles are made of aluminium, with a brushed finish. The technical details provided with the item in the Amazon 'Product information' section refer to the material as stainless steel, but this only applies to the cutting blades.

What is the exact length of the handles when extended and the measurement from the top of the extended handles to the ground?

The handles are 94cm (37") when fully extended. Top of extended handles to the ground measures approx 108cm (42.5") - 'approx' because the blades are at an angle to the ground and it depends on the angle you hold the shears.

The picture indicates that it cuts both horizontally and vertically but do the blades rotate or does the user just angle the blades appropriately?

They do not rotate you have to angle the blades appropriately but this is not ideal. It is best to purchase their flat bladed ones
