Can the unit be placed out side under a deck?

The manual has it put inside an insulated area. Freezing temperatures would likely damage the generator. Cold winter temps would make it difficult for it to get got enough to produce steam. If your local temperatures don't do below freezing you could build an insulated enclosure. Enclosure has to be large enough to provide about 1' of clearance on each side and above.

Electrical consumption? Size of required breaker?

For the 9kw you need typical Two-Pole Circuit Breaker without GFCI: 240 V, 60 A, 50/60 Hz

What is the wire required? Going about 100 Feet

I hired an electrician to set up a dedicated breaker for this unit which I think was recommended in the specs.

I don't see the phone jack on the side. Does this unit connect to the control unit via a phone cable (R45)? If so how

yes it does and the phone line should have come with the unit - a 30ft long cable with the phone terminals at both ends. one goes into the unit and the other end goes into the remote control inside the shower or steam area. the connection in the unit is covered with a decal on one of its sides - you have to peel it off.
