I have used flash paper many times with much success, but this pack only burns like regular paper - almost like it got wet along the way somehow, though the package was sealed and completely fine

Not flash paper. does not work in any way.
I gave this one star only because the form would not let me submit with no stars. I would have given it negative stars if I could. The package arrived with a Chinese label on the box, no information inside, and wads of paper that did burn, because, well, paper burns.
