Yes it will bond to timber but if you are trying to bond timber to fibreglass it is better to use a urea formaldehyde glue ( e.g. gorilla glue) to make the initial bond then strengthen that with glass fibre resin and matting. You can then use P38 to obtain the finished surface you want.
