Q: Would it be okay to get a 25-lb. sandbell and put only 20 lbs. in it, leaving the flexibility of adding 5 more later? Would it be too floppy?

I dont believe so, no. After having these for two years I find that each year I have to add a bit of sand. They dont leak a noticeable amount at all but they clearly lose some in the form of sand dust. When they're really full they function the same as when it's time for a refill. Bear in mind that mine are used 5 days a week by 15+ people twice a day... I recommend these to anyone.

6 lbs is unfilled. You have to fill it with sand. Hope this helps 
