yes you can they sell the bottom or top separately. I bought a playpen with a bottom pad, but later to prevent dogs from jumping up, I bought a top pad.

Hi, you can use the bottom pad as the top cover according to your needs. The installation steps are as shown in the video. You need to first unfold and buckle the playpen, then lay the bottom mat flat on top of the playpen, then buckle the pad onto the playpen. If you want the mat to be used facing down, then flip the entire thing over.
