Is it just the 2 wheels in the package or do you get fittings as well?

you get 2 wheels complete with hubs with ball bearings ,2 tyres and valves tyres are inflated .the whole assembly is ready to slip on the spindle.

No if it the standard bins from the UK. They would be too big and wide for a start. Even if you managed to engineer an axle to fit them, they would then make the width greater. This may mean that they could create a jam on the bin lorry's lift and tip mechanism. Surely if the wheels are missing your council needs to get involved? However, perfect for a sack trolley.

is the hub length really 50mm? One of the reviews suggest that it's 55mm. I don't want to have to return the item because it doesn't fit

Yes, the wheels fit onto the axle via the central hole and are retained by a split-pin through the axle. the nuts and bolts are part of the wheel construction and are integral to it.
