Why did my package not come with the pink pad layer??

Purchased mine on Jan 27, 2021. Received the pink pad wrapping. Maybe double check that you are buying through Prime? A 3rd party may be more likely to replace the wrapper?

Are the cards actually scented?

Actually, there is a light floral scent from the sanitary napkin cover that quickly dissipates after opening -- especially if you through the wrapping away. I did. There's tape on the liner that I didn't want to adhere to the cards and why not add them to a bigger box collection?

When did the packaging change? Why was the description not updated? What a disappointment!
