I see the new packaging, but has the formula changed for this product (Moistfull Collagen facial toner)?

Yes and no. I definitely notice a scent difference. The older version didn’t have a noticeable smell. The new one has a stronger scent. It’s not a bad scent. Definitely not as perfumey as some of the other Kproducts. Can’t compare ingredients because I don’t have either of the boxes it came in.

Can you use this while using retinol?

I would see no problem with using this and retinol. The only way to truly know is to do a test patch.
