Q: Are they safe to leave under electric cooker ?

I cannot think of a reason why they would be unsafe. You should not be concerned about the cooker moving unexpectedly as each roller had a lock to prevent movement once the cooker is sited. You need to consider that the rollers lift the cooker up by a couple of inches. This is an issue where the rollers are used under an item (say washing machine) which sits under a worktop. Unlikely to be an issue for a cooker.

If it is a very heavy item, I would leave the wheels under it, but if you want to remove them, it is easy enough to do.

Yes they can. They are extendable and so will easily fit under the appliance (front to back) on each side. They are rated for up to 272Kg load and most appliances are quite a lot lighter than this. Just remember to have the brake lever at the front so that you can lock the fridge in place once you have it where you want it.
