Q: Is this for one tea light holder or a pair?

only one, and it is not plastic. They are made out of thin wafers of capiz shell so the light can shine through a bit. Mine is very pretty.

Q: Can someone explain the dimensions stated..10x5x2.1?

It's about 5 1/2 inches across and about 2 inches high. The 10 inches is probably circumference. I have two of these and think they are good quality and pretty. Would order again
