Hello, this carbon shaft is a higher grade, better carbon density, this is a single shaft, without butt.

Q: Is this just for the shaft or the whole cue?

I have bought this product and I can confirm that this is just the shaft, NOT an entire cue. I am very happy with the purchase and do not regret it one bit.

Q: What kind of tip does it come with?

The hardness of the Tip is Medium and it is a CRICAL Tip.

That I do not know, I bought it thinking it was a full cue. Unfortunately it was just the shaft. I had a handle from a different cue the had the same joint so I put it on that and could not be happier with the performance of it.
