What size would I need for a 13 year old?

If I remember correctly I bought the smaller one for my G.son who is 7 years old its still a little big. I can only advise you to measure from the floor to the bottom of the boys side trouser pocket that is where the bat handle should come to then get the same length bat if you can.

What size would you suggest for a 2year old

Definitely not this bat as too heavy/solid! When our boys were that age we rolled up a magazine and stuck it with a bit of sellotape and they used this. If you want something better than that I would be inclined to get a plastic beach set then hopefully they won't break anything or hurt themselves. Enjoy!
