Why doesn’t this say fsa/hsa approved

Who knows, I've never sat and.read a tampon box for that kind of stamped approval. I bought these here on Amazon and they are the exact same as what's on the store shelves in my USA town.

NO! These are not flushable. Will clog your toilet. You will need to dispose in a trash can.
