The problem is 2B are soft and at 0.3mm, if anyone even made them, they would be far too fragile. You either reduce the amount sticking out and continuously extend it or you break the leads. Either way, personally I always use B leads in a 0.9mm mechanical pencil. As to your question, what make of 0.3mm 2B leads to recommend, I would go with any well known brand, Pentel, Staedtler, Rotring, Pilot. I know 0.3mm B leads would break too easy so I have never looked for them in that size, always 0.9mm for me.

There are not many grades of lead for 0.3mm due to fragility. The user of 0.3mm needs excellent technical handling skills. The leads are extremely easy to break. I take it you have got lead showing and it's not just the metal tip protector doing the scratching. Also to get decent legible marks on paper you need good quality hard flat surface paper and it needs to be very well supported by a hard unyielding surface under it. This size 0.3mm is not for sketching or general use really. It is for technical drawing. If you want everyday sketching and artist type drawing I would use 0.5, or 0.9mm. There are far more choice of grades of lead and also coloured leads.

The pencil is more likely to mark than a traditional wood and graphite affair but it's mostly down to what pressure you apply and what grade of lead you choose. If it's 2B then it will be less likely to mark but 2B is harder to erase on more textured paper, because it's darker and smudges more easily. Hope this helps.
