Is a carrying bag included as the product title states?

Yes, the carrying bag is included.

Is the bookplate metal or plastic?

It's all metal. Pretty sturdy overall.

Would you be able to put a laptop on it? ( Is it strong enough / does the top portion lay flat enough )

Yes, that could work. It's certainly sturdy enough to lay a laptop on it, and you can flatten out the top to easily set something light on it. You can see an example of a laptop sitting on the stand, if you look through descriptions on Amason. Unfortunately, you will have to figure out a way to secure that laptop. The stand itself, is not designed to secure a laptop or anything else for that matter. . I use this stand nearly every day. It's lightweight and sturdy, and it folds up so that I can put it in the outside pocket of my guitar case. It was a good buy for me.

Is it sturdy enough to write on?

OK if you just want to make some quick notes, but if you're making a lot of changes or writing a part I'm not sure. If you really need to bear down, I'd say no. It's not as sturdy as an orchestra stand, but it is more portable. As a portable, it's sturdier than some others I've had. Hope that helps.
