No, it has several holes to attach your rope or chain

Q: Strong enough to pull people behind snowmobile?

Maybe at slow speeds. The wider, black, more heavy duty sleds would be better suited for pulling people. Slow speeds and caution are strongly advised!!!!!

Q: How might this be on sand for moving chairs, toys, etc?

It would wear it out real quick if it was on sand
