It does, but there is a neoprene pad on the back of the plate holder to prevent scratching. I like the thing.

yes This mounts under front spoiler. It is pretty much a universal mounting bracket

Q: Will this fit a 2021 bmw m3 competition because i have a very similar one on my car now ?!

I have this on a 1999 M3 BMW and a 2017 Honda Civic. If you work on your cars you should be able to make it work.

Q: Does it fit a C7 Grand Sport with front ground effects

It woud appear not. I have a Z06 which has an extra trim piece on the front bumper, I believe the Grand Sport will have the same. This lip hangs lower than where the mounting bracket goes so it looks like it only works on the Stingray, not the Grand Sport or Z06.
