does it come with the boom arm

Yes, it comes with the arm, two clamps, and a baby pin. I'm using it at the moment and have Matthews stands as well. I would say they are pretty comparable for the most part. The flashpoint one has a few benefits I like: it comes with the baby pin (Matthews doesn't), the riser is spring cushioned (the Matthews doesn't have any cushioning), and the boom has screw adapters at each end although I would have to check to get the exact size (Matthews booms don't have this. All that being said, the Matthews also have some benefits: the turtle base seems more sturdy and feel like it will last longer (time will tell), the clamps feel like they are made of a harder aluminum and are a bit more robust. Both are great depending on what the application is.

Can i mount a westcott fj 400 strobe and an ez glow 42" soft box on the boom arm?

that shouldn't be a problem, assuming you have the correct mount to attach the softbox to your strobe. The stand came with a baby pin. I use that for my Glow EZ Lock Deep Parabolic Quick Softbox (38") and a FlashPoint AD200 strobe and it works just fine.

Can a s-type bracket bowens mount holder for speedlite flash be mounted to the boom arm?

I use my Godox S-type bracket with this stand all the time. https://amzn.to/2O0LTbM It holds speedlights, my Profoto A1 and my Godox AD200 perfectly.

Does anybody has a clue of the shipping weight of the c stand bundle $119.95? it can't be 3.5 ounces
