Does it free stand even when the bottom compartment is empty? Would think it would need bottom compartment reinforcement to keep from falling over.

Yes. The lid only opens a bit over 90 degrees so it can’t gain enough leverage to make it top heavy.

Mine feels pretty sturdy but I would never use it to sit on because I think long term that the top might bow in if it was done a lot. Also if a person about 100 lbs was to do it would probably be okay but over 150 would probably do it harm long term. Hope this answered your question.
